The post is for a manager within the examinations administration department (EAD), with direct responsibility for managing a team of seven permanent staff and a large number of temporary staff employed on a seasonal basis.
The examinations administration department has many tasks, but is specifically responsible for all the administration of the examination sessions for the IB Diploma Programme in over 125 countries. This involves regular contact with schools and examiners in order to provide them with the necessary material, support and services. The four teams that comprise the department are: coordinator help desk, subject administration, IBIS administration and examination material administration (EMA). The IB is entirely dependent on the department to administer the examinations; at present, no other section within the organization has the same responsibility. Current strategic plans include the establishment of a second ‘assessment centre’ in North America, which will impact on the future development and structure of the examinations administration department.
Specifically, the jobholder leads the EMA team and all its activities within EAD to fulfil the team’s role in ensuring the successful administration of Diploma Programme subjects, thus supporting the delivery of each examination session, the subsequent issue of results and enquiry upon results service to the strict deadlines of an operational schedule. More specifically, the EMA team is responsible for managing the receipt and checking of all examination material, which is currently done manually, but is moving towards managing this process within an electronic environment.
The jobholder will work in partnership with local recruitment agencies in building the project team each year, and other external suppliers as required. The jobholder will also work closely with other colleagues in assessment, the Diploma Programme and ICT on various department related issues and projects. The EMA team is currently based at a separate site to the main office in Cardiff and, as a result, close links are maintained with building services, ICT and external contractors.
In the context of growth for the IB there is a clear agenda for change in the near future, which will have a significant affect on the nature of the work conducted by the EMA team and the location of its activities. The jobholder will play a leading role in implementing the changes that will place much greater emphasis on conducting most if not all activities within an electronic environment. Therefore, the jobholder must be adaptable to change, have an awareness of (or a willingness to become familiar with) the necessary ICT structures that support the scanning of examination material and its marking onscreen by examiners in remote locations. Leading and managing the team through a challenging period of significant change will be a fundamental role of the jobholder.
Requirements
- The ability to lead permanent staff and a large team of temporary staff through a period of significant change.
- The ability to work independently as the overall manager of an off-site location.
- Familiarity with information and communication technology to the extent that the jobholder can make meaningful contributions to discussions and decision making aimed at changing EMA activities into an electronic working environment.
- Excellent organizational and communication skills.
- A degree or equivalent of relevance to a business/not-for-profit environment or ICT.
